Bappa Isa Dalhatu was born on 1st January, 1959. He attended Ganye 1 Primary School from 1968 to 1974. Government Secondary School Ganye between 1974 and 1977 and the University of Maiduguri from 1980 to 1985 where he obtained his BSc. In Economics.
Bappa started his working career with National Fertilizer Company of Nigeria in 1994 and transferred his service to Revenue Mobilization Allocation and Fiscal Commission in 2003 until he voluntarily retired in 2019. He is presently the Commissioner for Mineral Resources.
