Wilbina Jackson was born at Guyuk on 22nd November 1957. She was enrolled into Guyuk Primary School in 1965 and passed out in 1971. She attended Government Girls Secondary School, Yola between 1972 and 1976, then College of Preliminary Studies Yola between 1977 and 1980 for her IJMB and thereafter proceeded to Ahmadu Bello University Zaria between 1980 and 1983 where she obtained a B.Sc in Chemistry. She also holds a PDG in Education from the University of Jos which she obtained in 1993.

She started her working career as a Teacher of Chemistry from 1984-1993. She served as Vice Principal from 1993-1998. Hon. Wilbina Jackson was a Member of Adamawa State House of Assembly from 2011 to 2015. She is presently the Commissioner of Education and Human Capital Development.
